Job description

Our client has established a Cyber Defence Portfolio that has increased its cyber security capability and aims to continue maturing this capability over many years to come. In particular, the portfolio reduces risks to critical assets to ensure a safe, secure, and resilient transportation system.

The primary purpose of the role is to assure business readiness of impacted stakeholders by leading the change management delivery for one or more projects. Working closely with the Change Director, project team and key stakeholders, the Senior Change Agent will take a structured approach to delivering change, identifying business impacts, agreeing business readiness action plans, developing and executing activities in line with the change management plan

Key accountabilities

  • Working closely with the project team and business owners, identify stakeholders and business impacts, develop and execute the change management plans.
  • Establish change approach and tools to assist in ensuring business owners are ready to lead the change into their respective teams and follow through to embedding the changes delivered.
  • Provide status updates, support and advice to the project team and business owners on change readiness, including early identification and escalation of major risks/issues and change resistance.
  • Lead consultation and engagement processes with key stakeholders to identify and mitigate critical business impacts.
  • Consult with key stakeholders to support the development of a plan and consult with the HR lead to identify possible impact to roles; identify potential changes to job descriptions or significant changes to effort required from people impacted; and assist in implementing changes to organisational design.
  • Consult with the change team, project team, HR and business leaders to develop cultural change and transition plans for the business and staff to build readiness and support for the change.
  • Work with project team leads and business owners in the identification and assignment of responsibility for business readiness actions.
  • Monitor and assess the environment at different stages of change; developing and modifying the change management plan to meet the needs and address barriers and resistance to change.
  • Plan and communicate business readiness actions in support of business representatives.
  • Work with the business to successfully transition project deliverables into business as usual.

Key challenges

  • Driving cluster-wide adoption of changes when each agency and division has different environments, cultures, drivers and change readiness levels.
  • Managing expectations of a range of stakeholders, including directly and indirectly impacted groups, each with their own view on what the portfolio should be delivering.
  • Engaging multiple team managers to create a culture of “security by design” so that cyber security is not considered an outsourced responsibility.
  • Balancing between over-delivery in order to build trust with stakeholders versus allowing scope creep and creating expectations beyond the remit of the portfolio.
  • Remaining nimble, forward thinking and innovative in a large and complex environment.
  • Identifying the appropriate opportunities to respectfully challenge the status quo in order to achieve the changes necessary to achieve business transformation.
  • Communicating in simple terms how the technology, tools and purpose of cyber security relates with human behaviour and how human behaviour is the greatest impact on cyber security outcomes

Essential requirements

  • 5+ years’ experience working as a Change Analyst developing and leading change management activities for complex projects delivering digital business transformation initiatives through to adoption.
  • Experience working as a Change Analyst developing and leading change management activities for cyber projects.
  • PROSCI certified change management practitioner.
  • Experience working within a large Program of Change with multiple ICT Project streams and working across different streams as required by key business stakeholders.
  • Experience partnering with senior stakeholders to deliver workforce change initiatives.
  • Ability to establish credibility quickly and engage and inspire key stakeholders, as well as strong interpersonal and organisational skills.
  • Ability to prioritise change readiness activities according to operational impact and urgency.
  • Proactive and forward-looking behaviours to enable effective schedule / resource / risk / issue management.
