Job description
This is an exceptional opportunity to be involved in the support of a rewarding human services programme of work that would have a direct impact on the lives of children and youths across NSW.About the role:
- Assist in the development and establishment of strategies across government contracts for goods and services.
- Work extensively with suppliers, key agency representatives and the contract management team, ensuring customer satisfaction is a high priority and customers receive responsive services including proactively engaging with and seeking feedback from client agency representatives.
- Undertake research and analysis into the supply market and customer requirements, including gathering information from a variety of sources, analysing data, identifying trends and preparing reports, including recommendations.
- Assist with the development and delivery of recommissioning and procurement resources, including training materials, to support localised teams to evaluate and negotiate outcomes based contracts with non-government foster care providers.
- support relationship management with service providers and project stakeholders across government and the community;
- Provide secretariat support to evaluation and negotiation teams
- support provision of progress reports and briefings for senior management, Ministerial offices and governance bodies for this high profile initiative
- background in managing complex multi-dimensional or outcome based contracts in a human services context
- demonstrated knowledge and understanding of legislative and governance and probity requirements related to procurement and contract administration
- strong communication and stakeholder management skills including the ability to engage with people from a range of sectors (community, finance, government, not-for-profit) and backgrounds;
- demonstrated understanding of the architecture and principles applying to complex commercial agreements, i.e. allocation of risk and its relationship with cost allocation, commercial principles etc; and
- experience in the procurement and implementation phases for complex, interactive commissioning processes including transaction design and refinement of contract management frameworks and processes.
- Skills and experience in the development of outcomes/payment by results contracting schemes will be highly regarded.
