Job description
This is an exceptional opportunity to be involved in a rewarding human services programme of work that would have a direct impact on the lives of children and youths across NSW.This position plays a key role in building capability in contract management and procurement to local agencies across the state. As a subject matter expert, the position employs best practice contract management and provides critical advice and support to all contract managers across the Cluster.
About the role:
- development and delivery of recommissioning and procurement resources, including training materials, to support localised teams to evaluate and negotiate outcomes based contracts with non-government foster care providers.
- advice and guidance on procurement processes, preparation of contract documents, and tender assessment
- relationship management with service providers and project stakeholders across government and the community;
- providing progress reports and briefings for senior management, Ministerial offices and governance bodies for this high profile initiative;
- background in managing complex multi dimensional or outcome based contracts in a human services context
- demonstrated knowledge and understanding of legislative and governance and probity requirements related to procurement and contract administration
- strong communication and stakeholder management skills including the ability to engage with people from a range of sectors (community, finance, government, not-for-profit) and backgrounds;
- demonstrated understanding of the architecture and principles applying to complex commercial agreements, i.e. allocation of risk and its relationship with cost allocation, commercial principles etc; and
- experience in the procurement and implementation phases for complex, interactive commissioning processes including transaction design and refinement of contract management frameworks and processes.
- Skills and experience in the development of outcomes/payment by results contracting schemes will be highly regarded.
