3-month Senior Business Analyst – Transformation Program opportunity to work for a large Council in the South-East suburbs

  • Previous Senior Business Analyst experience essential with facilitation skills ideally within Local Government or Council | Experience with Lean Six Sigm system will be considered an advantage

Are you an experienced Senior Business Analyst who thrives in complexity, can influence diverse stakeholders, and enjoys designing new ways of working? This is an exciting opportunity to join a progressive Council in Melbourne’s Eastern Suburbs as part of a major organisational transformation program.

In this pivotal role, you will primarily work with the Asset Management department, guiding teams through operating model changes, uplifting business capability, and shaping more efficient, customer-centric processes across the organisation. You will work closely with the Transformation Lead, Council departments, technology teams, and executive stakeholders.

Key Responsibilities

  • Lead the analysis, documentation, and redesign of business processes within the Asset Management area to support a new operating model.
  • Run workshops weekly with various teams in the department.
  • Facilitate workshops to understand current state, map future state processes, and identify pain points, fit-gaps, and improvement opportunities.
  • Drive adoption of new ways of working and ensure systems & technology align with business needs.
  • Engage, influence, and guide stakeholders across all levels - including executives -through complex change.
  • Support system configuration, testing, and UAT to ensure successful delivery of new functionality.
  • Track KPIs and benefits realisation to demonstrate uplift and project success.
  • Mentor and support other analysts within the transformation program.
  • Promote a culture of continuous improvement and innovation.
About You

You are a seasoned Business Analyst with the ability to move seamlessly between strategy and hands-on delivery. You bring strong facilitation skills, a collaborative style, and the ability to navigate ambiguity and complex environments.

Essential experience:

  • 7+ years’ Business Analysis experience within complex, dynamic environments.
  • Proven experience in transformation programs, particularly operating model design and implementation.
  • Strong knowledge of business process management, public sector frameworks, and contemporary ways of working.
  • Experience running complex workshops, conducting fit-gap analysis, and developing future-state solutions.
  • Exceptional communication skills with the ability to simplify complex information.
  • High competency in MS Office, Visio, Miro, JIRA or similar tools.
  • Tertiary qualifications in Business, IT, or a related discipline.
 

Highly desirable:

  • Experience in Asset Management and/or strong understanding of asset-related processes.
  • Lean Six Sigma or other process improvement methodologies.
  • Experience in Local Government.
  • Understanding of Agile practices, solution architecture, data analysis, or reporting.
